The industry standard is a program called TeX, what you’ll want to use is a variation called LaTeX.

A good Windows version of LaTeX is called MikTex and a good editor for all platforms is called Texmaker. The editor is separate from the program itself so that there is more flexibility, should you want to write related programs yourself.

You’ll find it difficult to find a WYSIWYG editor for LaTex – this is actually a good thing since you spend more time thinking about content rather than layout and you can leave TeX to worry about the layout for you.
