I am not sure that the problem is stated properly. Square root property is used when solving quadratic equations. There is no 2nd degree term here.

2x+3y=21
Subtract 2x from both sides:
3y=21-2x;
Divide both sides by 3:
y=(21-2x)/3
Then y=7-2x/3 -

y=7-(2x/3)
Get x from the first equation;
2x=21-3y;
x=(21-3y)/2
Then plug that in the 2nd equation:
y=7-{[2(21-3y)/2]/3};
y=7-(21-3y)/3;
y=7-7+y;
NO PROGRESS here
